FNG, just checking in . . .
New FED, went back after several years in private sector; looking for advice as I am no expert. I'm currently contributing 6% into the TSP, and 5% into the TSP Roth. (It's a start)

IRQVET...Welcome. 11% is a good start, suggest to you continue to increase percentage until you get to the $18K maximum. Do you have any other retirement accounts (IRA, 401k, or prior TSP) out side of your current TSP?

Yes sir I do. I have one 401K and one Roth I plan on rolling over into the TSP and Roth TSP. They're both relatively small, maybe $28k. . .

You can't roll over Roth into TSP, which is good since it can provide more flexibility than TSP. e.g. that you have until Tax day to fund prior year and it is not commingled with traditional funds so all is tax free. Ref: https://www.tsp.gov/PlanParticipation/E ... thods.html
Rolling over your current 401K may be good idea, but first analyze how it is invested and compare it to what is available in TSP to make sure it is beneficial for you.

If the USAA Roth is classified as a Roth IRA, then no, you can't roll it into the TSP Roth. The only Roth accounts that can be rolled into TSP Roth are Roth 401(k), Roth 403(b), and Roth 457(b).

You need to find out what type of account your Roth is. If it is Roth IRA you cannot. TSP states:
