The relationship between I & EFA is much more consistent when you look at the Rates of Change between the moving averages of each fund. Warning: This is not something you will find on StockCharts.

Click on the I Fund chart below. Select the 5y chart. Now hold a straight edge from the peak in 2008 to the peak in 2017 that will include the peak in 2015. Is the I Fund long term direction going up or down?
