Bill-partial withdrawal's

I believe I just read that the bill has passed to allow for more then one partial withdrawal for 59 1/2 and over. Does anyone know when that will go into effect?

I thought congress wasn't in session, so how did it move forward?

The last thing I'd read on it was that both House and Senate have discussed their own respective draft versions, but a final bill has not yet been voted on. Once that happens, it then goes to the President who will either sign or veto.
