Since 1976, the Federal Fiscal Year, beginning October 1 & ending September 30, and the uncertainty of whether or not a budget is passed probably has an impact since the the market never likes uncertainty.

Many of the Daily Strategies take advantage of the traditionally good first half of September while avoiding the weaker half by getting out of stocks then Even though #7980 has had a couple of negative Septembers (2 of 13), the F fund has had 5 over the same time period.

The data is not "inconsistent", the data displays the volatility of the market. September and October are traditionally volatile months, just a factor of dealing with the stock market.

Higher volatility = higher risk, so if you're risk-averse then run away to the safety of the G.
