The S fund does not track the Dow Jones Industrial Average. It tracks the Dow Jones US Total Completion Index.

DJIA is only 30 of the largest US Stocks; DWCPF is total US market minus S&P 500 stocks (small & midcap stocks), hence the completion name (C + S Fund = Total US Market)

The Dow Jones Industrial Average lists only 30 specific companies. The Dow Jones U.S. Completion Total Stock Market Index is what the S-Fund follows. There are thousands of companies in it and exclude the companies in the S&P 500.

Difference is most likely due to expectation of watered down corporate taxes or phase in for reduced corporate taxes from Congress.
