Depends on the servicer. Most 401k servicers offer a plethora of investment options. But it might not be free, or they might only offer some products free, or they might only offer free trades if you stay in each fund for a certain amount of time. But yes, all of the TSP funds can be mirrored by publically traded index funds. For example, I can buy a C fund equivalent through Vanguard. It is Vanguard's own S&P 500 index fund. Pretty much the same damn thing.

In my wife's 401k she can move once for free every 30 days.
