Yes, .03%.
The F Fund tracks the Bloomberg Barclays US Agg Total Return Value Unhedged USD (LBUSTRUU), which also gained .03% today. See following website for the graph of LBUSTRUU today:

Only the C & S funds are reliable in relation to their indexes. Even those have slight variances.

AGG always seemed to be spot on. Bloomberg/Barclay/Blackrock/Mnuchin/Ross. All kicking back laughing.

I am currently following strategy #71909, as I have been retired since December 31, 2016. Right now I am in the F fund until the end of August.

08/06 F-Fund 0.026% All ETF's based on Bloomberg were 0.26%
08/07 F-Fund 0.27% Other ETF's -0.05%

I also find these price differences quite interesting...and now I see why....
So the F fund doesn't really track the AGG index it tracks the LBUSTRUU
AGG yesterday 8/8/19 posted a +.10%....while the F Fund posted a -.1398%
and now I know why...

That difference you mention may be due to TSP fair value pricing.
Rather than comparing one day, compare the YTD for the TSP F fund, the AGG, and LBUSTRUU. You'll see that AGG is actually closer to the F-fund's returns, YTD (based upon the data providers listed below).
More importantly, for me, I can chart AGG easily, and on most any platform. TradingView doesn't carry LBUSTRUU (at least by that ticker, or the description).
Also, AGG has intraday data/quotes available. I couldn't find intraday data/quotes for LBUSTRUU.
Finally, AGG data can be downloaded easily and freely for backtesting purposes, etc.
(I imagine Bloomberg can/will supply any/all data for LBUSTRUU ... for a nice fee.)
The data seems to suggest that TSP fair value pricing will give a little one day, and take a little another day; but it all comes out even stevens in the end.
If I were truly concerned about the fair value adjustments, I'd work out how to calculate my own fair value forecasts, and include those in my decision making process.
So, for me, I'll have to stick with AGG for now.

Yep. The F Fund isn't designed to match the AGG perfectly, it's designed to slightly outperform it. That means that it won't always be a direct match.
