NSPS Anyone?

My command is moving to NSPS soon. I haven't heard anything good about this yet. Has anyone here already been through the transition?

We were suppose to transition last fall; however, for some reason, it was placed on hold for the time being. Not quite sure why. I'm thinking it's still being settled in the courts. I don't like the idea myself. It's just another way to cut cost as far as I'm concerned (that's the please senators part). They take the annual raises, they take step increases, they take the award money and give it ALL back based on our performance? I don't think so! Besides, from what I've read, the pools have power to downgrade evaluations depedning on "availablity" of funds. Hmmn... sounds fishy to me!!! Hope it's stopped prior to getting too far implemented!! That's my 2 cents on the subject!!

I agree w/ Pro-Trader... our command has started the spiral transition for some of the non-bargaining GS employees and we are waiting to hear what is in store for the bargaining unit GS employees.

I have read that once you are converted to NSPS you only receive 60% of the annual pay increase in January and the remaining 40% is allocated to the performance based pay pool that is dispersed in October. Well if you are a "high performing" employee, you will miss out on 40% of the annual pay raise you normally received as GS and can only hope you will be "awarded" that which you already deserve come October.... and thats not even mentioning if your supervisor decided on awarding you "bonus pay points" instead of the "continuous pay points".

My Command coverted over last year and it wasn't too painful because we were already under the Demo Payband system for almost 15 years. When we first converted we only got rated for 6 months, soon we will be under it a fullyear. We did get the full pay raise and locality raise, so you don't really lose anything. The only problem I have with the system is rating myself and making myself look good. I have been in the Government for 37 years and it is hard to change but it is not all that painful.

My agency implemented a system much like NSPS it is called Core Comp. it is a pay for performace system. We call it poor comp.

We're currently under the Demo Payband which is a pay for performance system. We have plans to move to NSPS but its being held up by the Union.

I've read and heard so many things about NSPS that I really don't know what to think about it.

My agency was looking to move to a new performance evaluation system this year and has just recently pulled the plug. We were told the reason was funding but I believe it had a little more to do with the effect on the bargaining employees than funding.

Those of us who are not yet NSPS may never see it. During his campaign, Obama stated to “substantially revise” or “strongly consider a complete repeal” of NSPS if elected. The Pentagon backed off including union employees in NSPS late this year as well.

We transitioned back in Feb 08. Results were actually favorable with majority receiving rating of 3 and 2 shares. Shares were 2.3 percent each. I would still trade to go back to the old system even though Money Talks.

DOD temporarily suspended and will not go after the non-bargaining employees for inclusion to NSPS for now.

Our initial conversion included a 2 or 3% increase [I can't remember] but after that the increases were much smaller if any at all.
