VA payscale progession?
Can anyone tell me how one progresses up the GS payscale while working for the VA? For example, I know with CBP one goes from GS5 to GS7 to GS9 every 12 months. Does the VA skip a paygrade as well?

Not sure about VA but with the Navy the 7,9,11 program was a developmental position identified on the job announcement. If you were hired in a GS5 non-developmental there wouldn't be that progression. But that was with the Navy I am not sure what the other groups have in policy.

Federal employees (including VA employees) are able to skip grades as follows: 5 to 7, 7 to 9, 9 to 11. But in order to move up in this manner, you have to either have been hired on an upward mobility announcement, (example GS-5 target 7) or apply for the higher grade on another announcement after completing at least one year at the next lower grade. Check your Standard Form 50 (SF-50) to find out if you were hired under a target grade announcement. Once you reach GS-11, only one grade promotions are allowed. Meaning to get a GS-12 position, you would need at least one year as a GS-11. There are exceptions, but what I described above is the norm. Also within each grade you have 10 steps with varying time-in-grade requirements before moving to the next step. Normally steps 2, 3 & 4 require one year time-in-grade. Steps 5, 6 & 7 require 2 years, and step 8, 9 & 10 require 3 years. Normally an employee’s performance must be at least fully successful (or equivalent) in order to receive their step promotion. Agencies also have the option of granting what is known as a Quality Step Increase (QSI) to outstanding employees, but these are fairly rare, at least in my agency.

GS grades are driven by the series. While GS 1, 2, 8, and 10 are rare, they do exist.

I'll also add some positions top out at grades lower than GS 11. Each position will have a top grade that to move above that grade a person must either move to a higher position or get their supervisor to prove their current position duties should be rated higher which is sometimes a difficult process.

The grades themselves don't top out at certain levels, it's the actual position and what promotion potential your command has determined for each individual position.
As to the grade skipping, that is determined by the series, and can be either a one-grade interval job or a two-grade. Professional series jobs are generally always two-grade, while technical series jobs (like Electronic Technician or Purchasing Agent) will be one-grade interval.
Do a search on OPM for your particular series to find out more information.
For instance, I am a 0201 (HR Weenie), which is a "professional" position, with a two-grade interval promotion schedule.
