This is another case of 'lets put a bandaid on the issue rather than fix the problem.' The problem is rising healthcare costs due to the existence of third party payers (insurance). Doctors dont care about being cheap & efficient (it doesnt help them get patients and will probably lose them patients) and patients dont care how much things cost for the most part, particularly when they reach their annual cap for out of pocket expenses.

Rather than addressing this issue Congress does stupid crap like:
a) Cut Medicare reimbursement in completely irrational ways. For example they cut reimbursement to Radiologists for reading CTs & X-rays rather than focusing on the real issue which is that our healthcare system promotes overutilization of radiology, causing both harm to patients and creating unnecessary medical expenses. As a result radiologists end up reading faster and faster to maintain their quality of life and more and more findings are missed on studies.
b) Pay more to insurance companies to cover increasing costs. Great, so lets pay even more to them so that they can increase spending exponentially.

Third party payer system has got to go.
