IMHO: It does, as either institutional investors are not trading at risk at market tops leaving only the uninformed buying the dips until they run out of money and the market panics down; or, at market bottoms, the institutional traders are moving into risk before the traumatized uninformed traders can build up the courage to reenter the risk.

Friday closed with the put call ratios neutral to slightly bullish in the smart money, and very bullish in the dumb uninformed money.

NYSE Composite Volume hasn't been this low since 2007. Before the last crash.
