Copying TSP funds outside

Ran into this article so I like to see if there are cheaper ETFs close/similar to these that can mimics at a low management fees. I heard Vanguards are already too expensive so the article mention mentioned these: G=(SHV), F=(AGG), C=(IVV), S=(SPTM), I=(EFA)

It looks like sptm would be a total market etf. Dwcpf (S fund index) is mid and smallcap. The only fund, that I know that also follows this exact index is FSMAX. There are other extended market etfs and funds too.

As far as I can tell, Vanguard has some of the cheapest ETFs around. I use the following for comparability and cost effectiveness:
F - BND (not sure if this is really a good option)
I - VEA
C - VOO
S - VB

VEA is the closest proxy that Vanguard has, but it includes Canadian stocks as about 8% of the fund, whereas the I fund does not include Canada. The TSP Board recently announce that they plan to change the I fund index in mid-2020. At that point the closest proxy ETF that I'm aware of will be ACWX.
