You might be able to do the same thing by making a partial withdrawal/rollover to IRA and then convert to Roth--just not within TSP. TSP Forms 70 & 77 are not currently available--it appears they are currently semi-automating these forms. https://www.tsp.gov/PDF/formspubs/tspfs10.pdf.
