Where can an investor trade a 'mutual fund' 2 times per month without penalty? I am looking for it. I will use it for my ROTH IRA that is outside of TSP (cannot transfer into TSP). ETFs don't count. Also excluding Profunds and Rydex.

Certainly YES to personal IRA and such. My first goal is to get her use to saving and starting with TSP seems the easiest way to do that with an 18 YO that has never had a savings account before. I'm thinking "baby steps". From what I've learned from Youtube videos by a couple former 35F soldiers she will have her brain power tested. And, of course, after 2 years when she gets matching contributions the minimum 5% into TSP is a no-brainer no matter how bad it is.
I'm hoping to visit her over the Thanksgiving week. That is if she isn't in some kind of phase restriction and COVID doesn't present a problem. I can then get some face time to work with her then. However, Fort H isn't too far away from Yuma and we can motor over there in a day. There are a few RV parks north of the base and with the potential of COVID restricting Canadians from entering the US there shouldn't be any problem getting a site on short notice.

I had a 4 year stretch of my career where I went to work, gym, school, church, and had no TV. Oddly, when I graduated college I was a little sad. I guess I was more plugged into everything around me than at any other time in my life. The Army paid 75% of my tuition, and for that I am grateful.
