Look at 2020:
S fund 31.85% (https://www.tsp.gov/fund-performance/)...by the way, it's cool, they updated the S Funds return back to 2000.

Normally the funds in the TSP outperform funds outside the TSP because of the way they handle dividends. This explains why the FRTIB was mentioning that the index that Blackrock is tracking isn't performing as well as it should. Last year, the S Fund should have outperformed FSMAX at least.
This is just FYI and I still suggest to use the S Fund as we invest (especially using TSPCalc's work). I'm only showing this for the curious bunch that are like me.
