Warning: If you contribute to outside Roth, the MAGI for determining if you can contribute to Roth excludes conversions in a IRA but it includes conversion done for in-plan conversions (with a retirement plan like a 401k, I am assuming the same applies to tsp that is similar but there is not enough detail in determine) in MAGI as income, which depending on your other income could reduce the amount allowable for your Roth contributions. You can always do a backdoor Roth if you income is close to or above the threshold for contributing to Roth. If you contribute more than allowed, you have excess contributions that are tax at 6% per year until removed.
If you don't have earned income and are not contributing to an outside Roth there is no issue `
